It's a glimmer of hope for people hit hard by the flooding.

The Army Corps of Engineers plans to decrease flows from Gavins Point Dam near Yankton, South Dakota, From 160 thousand cubic feet per second to 155 thousand on July 30th.

The Corps plans to lower releases again on August 1st down to 150 thousand cubic feet per second.
