The Lewis and Clark Interpretative Center hosted it's second event regarding the flood. Award winning author and Sioux City native, Doctor Robert K. Schneiders spoke to the audience about the construction of the1944 dam system along the Missouri River. Schneider focused on the area near Ponca, Nebraska, where the Army Corp of Engineers created its navigation channel. Schneider says the dykes the Corp created actually constricted the river, causing the flooding.

"As soon as it arrived at the navigation channel at Ponca, the river bounced out of its man made banks because that navigation channel cannot safely carry away high flows," said Schneider.

Scheinder says Gavins Point Dam is the smallest of the six reservoirs in the system, and it too, was not designed to control flood waters.

A similar meeting will be held in early January, most likely at the Lewis and Clark Interpretative Center.
