Investigative services and security consulting industry leader Halsey Fischer joins ICS Merrill as Senior Vice President to focus on organic growth and drive acquisition initiatives.

ICS Merrill, the Investigative Services Division of EMSI, continues to grow and expand into new markets. As part of this expansion plan, ICS Merrill is pleased to announce the appointment of Halsey Fischer to senior vice president. In addition to focusing on developing existing markets, Fischer will be also be responsible for initiatives related to growth in new markets.
Mr. Fischer has worked in the investigative services and security consulting field since 1989. During those 24 years, he has held the positions of Senior Vice President, Chief Operating Officer, President, and Chief Executive Officer of four different investigative services companies. He has been directly involved in a company turnaround, raising venture capital, a company start-up and subsequent sale, over 10 mergers and acquisitions, office consolidations, a reverse merger and several major account acquisitions. He has experience in all facets of the industry, while specializing in the development and the delivery of services to the insurance industry.
In addition to decades of investigative and security firm experience, Mr. Fischer holds active memberships in the American Society of Industrial Security (ASIS) and the World Association of Detectives and has served as a lieutenant in the U.S. Navy. He holds a Masters of Business Administration from the University of North Florida and a Bachelors of Science in chemical engineering from Vanderbilt University.
