Wind energy production has become big business, and the South Dakota senate has decided that giving people money to build wind farms is good business.
The down side though, is once the farm is built, they will pay higher taxes.
The new measure would give wind farm owners roughly 2% of the construction costs to get the farm built.
Proponents say the incentive payment is needed because South Dakota charges higher taxes on wind farm construction.
But opponents of the bill think wind projects should be able to stand on their own.
